Sometimes the facility to means the ability to.
The way I understand to, for a price, many banks offer its clients the facility to (or the ability to) overdraw on their checking accounts only if the overdraft under a specified amount and it must be paid back within a specified period of time.

En la Argentina es descubierto (autorización para girar en descubierto). Creo que en algunos países se lo llama sobregiro.

Más que eso, es un permiso para hacerlo. Muchas veces es posible retirar de una cuenta corriente más de lo que hayas depositado, pero si no tienes ese permiso lo cobran muy caro.

Gracias, eso deja más claro lo que traté de decir con "poder"... normalmente, el banco (o las autoridades, como dice Alec), restringen hasta un cierto porcentaje de lo depositado, el monto total de lo que se puede retirar; rara vez puede uno retirar el total de la cuenta, a menos que la cancele. El sobregiro es penalizado con mucho dinero.
