Con carácter general

The phrase Con caracter general is more related in a process that determine action, I mean if I say Te mando esta ley con caracter general y que se tiene que cumplir, therefore you are give a command with a strong, I don't know if you understand me.

Sin contexto, es difícil
posibilidades de "'con caracter general"
- a common characteristic
- as usual purpose
- a usual specification
- generally
- afects to most of the things..

I think "In general" covers most if not all of the range of meaning, although it may not be an idiomatic translation in all contexts.

Perhaps you meant to write "con carácter genial" which means with a genial personality.
