The phrase Con caracter general is more related in a process that determine action, I mean if I say Te mando esta ley con caracter general y que se tiene que cumplir, therefore you are give a command with a strong, I don't know if you understand me.

Sin contexto, es difícil
posibilidades de "'con caracter general" - a common characteristic - as usual purpose - a usual specification - generally - afects to most of the things.. We need more context...... Saludos

I think "In general" covers most if not all of the range of meaning, although it may not be an idiomatic translation in all contexts.
