At least in Spain is common usage. It's to become worse (a situation) after a prior good moment. Google gives 54000 examples

Poli, Ni maiz Palomas,
This phrase we using him the for say, I don't use it, or I don't want do it, or a lot things or way of expression. Te la estas pandando agustin lara. This prhase we using him, for say, you're having fun in some place as a party or conciert whatever, these phrases only are idioms used in my country Mexico, as said Rusty there's another way to say it, for example Ni madres but this phrase is very vulgar I prefer what you use the word Te la estas pansando chido, o agustin lara, all these prhases are used for us the people young. The phrase very common clarinete con tu casquete meaning, (Claro que si). I repeat all these phrases are used only as idioms in my town. Regards.

I would translate relapse as recaída and regression as regresión. Maybe if you give us a context...
Sosia's explanation was very good and included different possible contexts. I don't use the word myself, because it's too 'big' for me, but he's right when he says it's common in Spain. ![]()
