"...when even those who have concerns about what has been said..."

My try:

"...incluso aquellos a quienes interesaba lo que se había dicho..."

Fits 'interesaba' as a translation of 'concerns?

Creo que en principio estoy de acuerdo, salvo por el tiempo verbal:
·had concerns -> les interesaba
·have concerns -> les interesa

Aunque dependiendo del contexto, también podría ser "atañe/atañía", "concierne/concernía", "afecta/afectaba", "preocupa/preocupaba".

what had been said: lo que se había dicho

In this context (what little there was), 'to have concerns' = 'tener inquietud o preocupación'. 'Tener dudas' is another possible translation.
