"Quedarse corto" es no haber tenido la capacidad suficiente para hacer algo.
"Quedarle corto algo a alguien" es que esa persona tiene mayor capacidad que la requerida. ("Quedarle grande algo a alguien" es que algo requería de mayor capacidad que la que la persona tenía)

Remember that ese registro can mean 'that register (book)/ registration (noting something) / record (what was noted) / entry (what was entered in a register) / search (police search)'. As everyone else noted, more context is needed.
