En la ciudad, la cual se llama Avondale, la cual es también cerca de la ciudad en donde vivo, hay la cifra más alta de los perros feos. Lo aprendía mientras había mirado las noticias. Es tan raro, ese hecho ¿cómo se viene saberlo? ¿Se va a casa a casa pedirles a los dueños de casa si sus perros son feos?

No uses tanto "la cual", apenas se usa:

La ciudad llamada Avondale, cercana a la mía,

Haber muchas veces se puede sustituir por tener. No siempre se usan los artículos:

tiene la cifra más alta de perros feos.

Mejor "enterarse" que aprender en este caso (e indefinido):

Me enteré mientras miraba las noticias. Es una cosa tan rara, ¿cómo puede saberse? ¿Se va casa por casa a preguntarles a los dueños si sus perros son feos?

Cerca es un adverbio.
Cercano es el adjetivo.
