I am translating a legal document and need help translating the word "uphold" below is the complete sentence.

"due to your use of a fraudulent birth certificate, I must uphold the Notice of Action dated August 15, 2008 denying services.

" debido a su uso de una partida de nacimiento fraudulenta (que incluye datos falsos) , me veo obligado a mantener en pie la Notificación(?) con fecha 15 de agosto de 2008 en la que se le niegan nuestros servicios"
La traducción de textos no literarios me parece super difícil. No se si esto ayudará en algo, pero lo he intentado.
