Thinking in a perv way, you can think of a lecherous person oozing while looking at a woman. With evil intentions, is when somebody got delighted (with drivel?? coming out of his mouth) thinking of evil intentions.(tener mala baba: to have bad drivel) When it's a writed text, you can say the writer was thinking of this evil intentions while writing.
