Siempre he oido y usó en vez de cuando.... ¿A qué hora estamos? Desde la hora siempre cambia que se piense que pueda usar "estar" porque la hora está un estar temporero.

Solo cuando se refiere a la hora en que estamos o hemos arrivado...

Estamos en la hora más tenebrosa de la noche.

Nunca para preguntar que hora es/son

It sounds too awkward to me, except in the case Chileno has mentioned.

"¿Qué hora es?"/"¿Qué horas son?" are the standard constructions for asking what time it is.

Would you ask in English "What hour are we in?"

Only in the case I mentioned in Spanish.
