I think that Galicia and Burgos are Galicia and Burgos as well. Castilla is Castile, but Castilla y León is a region (Comunidad Autónoma) and Burgos belong to this region. I don't know how I would say "Castilla y León" (I wouldn't say Castile and Lion )

Figuratively, it would mean the storm has been dropping disasters on the ground leaving them as pieces of debris. So I'd say that "dejó un reguero" is correct as "left a trail".

Btw, Bob, your "victims" should be "dead"... all affected people are "víctimas del desastre", but only three of them are "víctimas mortales" (victims who died).
