I agree with Irma. "Válgase" is a way of expressing something like "be what I'm saying allowed".
Btw... there is also "¡Válgame!" or "¡Válgame dios!", which have a similar meaning to "god help me". They're used to express surprise when something bad happens.

Válgase = haga uso/use.
Válgase de aquel PC para controlar su correo electrónico. Válgase la pena la lectura de las instrucciones. Válgase anotar que no siempre se va a ver así.
