-He trusts to you to set them free,/Exactly as we were.
Is it poetic license that allows the unusual structure of 'trust to sb to do sth'? I think usually the first to would not be used.

The second 'to' suffices.
He trusts you to set them free. 'trust to sb to do sth' is not a common construct at all.
