how can i say that in English?
It is a kind of exam you take and it enables you to teach in English,this is a Spanish thing.

Dado que es exclusivo de España, probablemente no haya una traducción como tal.
El British Council tiene el Aptis para profesores. También existen los cursos de "teacher training", para los cuales cada institución y nivel tienen un título. Quizás de manera más general habría que traducir algo que contenga "language teaching certification".

it is not only language teaching, it is teaching everything. Maths, History, PE in English, in bilingual schools.

'Language proficiency' may work. It means you're able to teach whatever (so long as you're able to teach the subject material).
