Convidado de piedra is someone invited to a congress or meeting and his opinion doesn´t matter at all.
El convidado de piedra es quien, en una reunión, no interviene en ella y pasa desapercibido o es ignorado por los anfitriones. En las negociaciones, se dice frecuentemente de quien es invitado por compromiso, pero no es tenida en cuenta su opinión.

Some important info on the origin of this expression:
El Diccionario de la Real Academia Española dice que la expresión alude a una obra de teatro de Tirso de Molina titulada El burlador de Sevilla y convidado de piedra. No obstante, el autor recogía una expresión que ya tenía tradición en relatos orales, en los que un burlón invitaba a una calavera o a una estatua.
En la obra de Tirso, don Juan se burla ante la tumba de don Gonzalo de Ulloa, Comendador de Calatrava, a quien había asesinado, y lo invita a cenar en la figura de su estatua. Ante el asombro de don Juan, se presenta la estatua viva de don Gonzalo.
José Zorrilla recupera el tema en los dos últimos actos de Don Juan Tenorio.

Esta es una de tantas expresiones comunes que tienen su origen en la literatura; pero hay que señalar que se ha tomado con el sentido contrario a lo que ocurre en las obras literarias, en las cuales los convidados tienen especial relieve dramático, no son mudas ni inmóviles, desafían a don Juan y lo matan.

@poli: It's a popular saying.

When you're watching people play games like dominoes, poker, chess, etc., you're forbidden to make comments that could annoy or distract the players, so they say "los mirones son de palo".
"De palo" here means that they should be carved in wood (they must not move and must not talk).

literally "like a stick" ,de palo/como un palo(bastón), that is, like a branch or carved in wood
