Yes the priest are under seal confession, already the church has implemented that way as a law inside that religious politic.

This reminds me the known Spanish "saying" "se dice el pecado, pero no el pecador"... which in English is like "I am not naming names".

In this case, it should be "neither the sinner nor the sin".

Well, in the link Perikles gave you, indicates that when the priest is not sure himself, he can ask for help, talking about the sin, but not about the offender, keeping it all still confidential. That's why I recalled the Spanish expression...
(Incidentally, when one can talk freely about his own sins, probably is when he has repaired them... and he/she is not further "embarrassed" by the burden of his own transgressions...)
