Not quite. It's rather to build the bridges that will allow an agreement in the future. It's more like identifying what is a shared view or position and deactivate those points from which a harsh opposition may arise, and achieving on the whole a compromise to negotiate all that is in between according to certain rules and procedures.

Yes , something like aleCcowan said.
Acercar posturas is more often used when talking about political negotiations , or business stuff.
It means like "to try to get closer to an agreement" or something.
