Of course this means to practice. I have read in a newspaper, a sentence
in which it meant to perform.
En 2005 se le practicó una operación...

Is this a common usage of the verb practicar?

Yes, It's used that way quite often.

As per RAE:

Quote:
1. tr. Ejercitar, poner en práctica algo que se ha aprendido y especulado.

2. tr. Usar o ejercer algo continuadamente.

3. tr. Realizar las prácticas que permiten a alguien habilitarse y poder ejercer públicamente su profesión.

4. tr. Ejecutar, hacer, llevar a cabo. Practicar diligencias. Practicar una operación quirúrgica. Practicar un orificio.

5. tr. Profesar, llevar a la práctica las normas y preceptos de una determinada religión.

6. tr. Ensayar, entrenar, repetir algo varias veces para perfeccionarlo. U. t. c. intr. Tendrás que practicar más si quieres la medalla de oro.
