But, in the sense you used (as an announcement to see how the public will react), I would say it is equivalent to 'test the waters', 'put out feelers', 'sound (out)/sound the idea', or 'float the idea'.

The prison sent notice that all felons would be released for good behavior just to test the waters. They wanted to see how the city would react to such a move.

This would be a good idea to float around.
This would be a good idea to sound first.
