When people don´t pay taxes we say economía sumergida, do you have a term in English?

I thing what you refer to is what we in English call the underground economy or working off the books.
Es cuando un está pagado con metálico sin ningunos papeles firmados y nada reportada al gobierno.

It is known as the black economy (at least in BrE)
