I would say consciencia social. If a verb is needed up front (like, 'to be socially conscious'), you would use the appropriate conjugation of tener.

It can be added that conciencia and consciencia are different words.

Don't worry about it, Rusty! I think it's really crazy the way we use conciencia and consciencia. Maybe the only ones who distinguish it properly are psychoanalysts.
