Reschedule (not specific about earlier or later)
Push up/Move up (in reference to time = reschedule to an earlier time)
Push back/Move back (in reference to time = reschedule to a later time)

I think what @wrholt said was more AmE. In BrE you would say the appointment has been postponed, or the appointment has been brought forward to...
