Medidas formativas

Hola, I was wondering if someone could help me, I am not sure how to translate this in to English, this is the sentence in which this phrase appears

Aunque el "séptimo arte" nacional está protegido por Ley , ésta no incluye medidas formativas para nuevos talentos

Although Spanish film is protected by law, this law does not include .... for new talents

Gracias de antemano

Yes but formative measures sounds a bit too literal, what about teaching measures?

I don't see any problem with 'formative measures' as a translation, personally. It conveys the same idea and isn't too high a register for the material in question.

If you want to take it down a notch, try something like '... doesn't include measures for development of|formation of|moulding|shaping new talent'.

I don't think "formación" here suggests mere schooling.
The sentence seems to me like they're saying the law does not include taking measures for sponsoring/supporting/encouraging/endorsing/promoting the development of new talents.

A proposal: "...does not include measures for developping new talents."

Rusty beat me to reply, but one more opinion won't harm, I hope. :D
