Why is "el" required in one sentence?
 

Hi, why is "el" required in the first sentence but not the second?

Las personas, el español y el inglés porque los idiomas son importantes
Los idiomas español e inglés son importantes para mí porque inglés

Buena pregunta Liquinn. This is confusing for English speakers including myself.

With the name of languages the definite article is not used after "hablar", "en", or "de".

Hablan español en España.
Me gusta tomar un curso de español.

But if there is an adverb, then the definite article is used

Mi amigo habla fluidamente el español.

After the verbs aprender, estudiar, or escribir the use of the definite article is optional.

Me gusta aprender (el) español
Quiero que estudie (el) chino

But it seems that most Spanish speakers use the option of not using the article after these verbs.

The reason that the article isn't used in the second sentence fragment is because both words are adjectives, modifying idiomas. The subject inglés, at the end of the fragment, requires the article.
