Quiero que sepas que te amo...

Hi, can this be used to say "I just wanted you to know that I love you"?

"Quiero que sepas que te amo..."

Why is the subjunctive used?

The subjunctive is used because it's a volition, in this case "quiero que..".
"I want to to know that I love you". What you said is in the past.
I hope I'm right with this one. :)
