I think he wanted to say "Immigrant of a Spanish region who doesn't speak Catalan".

I would re-phrase the sentence but I can't figure out what he's saying.

@Liquinn: Be careful. "Sentencia" is a court judgement given by a judge. Check your dictionary for the right word. ;)
