I learned and have always used /veis/, but the dictionary says it can also be pronounced /veiz/ (I don't know where that pronunciation is used) and /va:z/ (British, and high register in the States).

Since no one responded to your question about this word, it describes a person who, because of shyness, unpopularity, or looks, isn't asked to dance at a dance. It can also be used metaphorically (not in a dance setting) to describe a person or something unpopular.
