Neither 'the' is optional.

If there are two buildings each with their special names, like the Peter Building and the John Building, their identities are THE Tower Block and THE Lower Block. But if the Peter Building has no name at all, and then we give TOWER BLOCK as it name; can we just say TOWER BLOCK, without THE?

If that is the naming convention used and understood, then yes.
