If someone speaks español rioplatense, that would be the Spanish of Argentina and Uruguay, correct? What are some of the characteristics of español rioplatense that distinguish it from other varieties of Spanish?

That is the Spanish spoken in the area of the Rio de la Plata, so its extent is limited. Not all people in Argentina and Uruguay use it.
I'll let those that live where it is used answer your question about its distinguishing characteristics.

It's a specific accent heavily influenced by the Italian immigration of the early twentieth century. The Spanish ll is pronounced with a j sound. The pronoun vos and the corresponding verb tense is used instead of tú.
