When you say something to someone and he doesn't respond, apparently not listening to you, it's common to wait a moment and say "Anyone?" as though you were expecting a reply from anybody else who may or may not have heard you.

I've heard this as ¿Quién dijo yo? but don't understand why it comes out like that.

"Who said, 'I will'?" "Who volunteers?"

¿Quién dijo yo? would be asked (in Mexico) when hoping for a volunteer.

To elicit a response from anyone who might have heard you, other than the person you thought was listening, you could ask, "¿Alguién me escucha?" or "¿Quién me escucha?"

I'd wait for a native speaker to reply, though, because they might say something way cooler than that.

"¿Quién dijo yo?" is an informal (mostly humorous) way to ask if anyone volunteers, as Rusty said.
Also, the use of the word "yo" directly calls individuals and makes them feel compelled to answer (or at least feel guilty not to.) ;)


If you are in a group of people who didn't hear you or are refusing to answer your question, according to the situation, you can use many other questions to demand a reaction:

- ¿Alguien sabe? (Like when you ask if anyone knows something)
- ¿Quién me dice? (Same as above)
- ¿Quién quiere ayudar? (When you are asking for volunteer work)
- ¿(Hay) alguien que me responda / ayude / que sepa / que quiera?
...

The same kind of questions can be asked with "nadie" but one has to be careful, because the "negative" charge may sound aggressive.
