Can it mean mantener?
This is why I ask. I am quoting a newspaper article: La region no puede entender su economía sin las inversions de la marca alemana.

The local (economy/business scene) (doesn't exist/can't make head or tail of it/can't be conceived) without the German company

@Poli: The German firm has become an essential part of the region's economy. It depends too much on it. As Alec says, it's inconceivable to live without it. "Entender" sounds here rather used as "to imagine".
