I think that oir means to hear and escuchar means to listen, but I note that escuchar is often used to express the hear. For example: no te escucho instead of no te oigo. Is this a regionalism, or is my understanding of the two verbs wrong.

You got their meanings right, but we do tend to mix them up in daily speech. ;(

typical Argentine.

Argentine "no te escucho bien" and Mexican "¿qué me ves?" are among the most irritant massive mistakes.

Qué me ves confuses me. Is it a command like qué me veas? Does it mean como luzco?

"¿qué me ves?" is a more defying version of "¿por qué me estás mirando?" though it has meanings in proper Spanish ("¿qué me ves?" = "¿notas algo diferente en mí?" or "¿notas algo en mí que te llama la atención o que no debería estar allí?")
