Cacique is a word used in Spain to name somebody who tries to be above the law, they have power to some point and they take advantage of it. In the dictionary they translate by Tyrant or despot. Is that a good translation?

They are correct translations, and you can add 'overlord' or 'chief (ruler)' to the list, but you might be looking for 'big cheese' or 'fat cat'. All of these mean somebody who rules with a tight fist or makes themselves the 'head honcho' in rural areas, where everybody bows to their rule.
