Is the following phrase valid in Spanish?
"Gestión de libros y lectura"

I am looking for a phrase that would mean something like "Book and reading management". It doesn't have to be an accurate translation but rather be a legit Spanish phrase which includes "libros" and "lectura" words.

It might depend on what "management" would mean in context, but as a standard translation, for organizing, handling and dealing with the books and activities related, "gestión" is fine. :)
