Cómo se dice en Inglés ? Las F.S.E son la policía Naciona, la Guardia Civil etc...

"Security forces" works, but is very general and can refer to a wide range of things. Things like this vary a lot from country to country and really depend on what each country has. For example, the US has the US Army/Navy/Airforce, National Guard, FBI, CIA, DEA, State Police, City Police, SWAT teams, etc. These could all be termed "security forces". And of course there are a few different types of private security companies as well.

It´s similar in SPAIN.
