I am not sure, but to me there would be ways to take this:

1.- When I wear (choose any color) tie (could be a shirt or whatever you come up with), I do not speak (refuse to speak)

2.- When I wear flat shoes, they are rigid, it takes all of my attention so that I do not fall, hence I am not going to speak.

No quiere hablar del tema con los periodistas, por eso ha dicho una frase absurda, para quitárselos de encima. Podía haber dicho cualquier otra, como "no hablaré hasta que las ranas críen pelo". No es ninguna expresión conocida ni nada por el estilo. :)

sólo pregunté si la palabra existe porque pensía refuse = rechazar. Nunca he visto a rehusar, y es mucho mas fácil para mí. :banghead:

"Rechazar" tiene sentido de "reject", que a veces es sinónimo de "refuse" pero no siempre. "Refuse" también se traduce "negarse a".

Según la RAE, "rehusar" es no querer o no aceptar algo. Sin embargo, rechazar tiene más acepciones.

Cuando vas invitado, no puedes rehusar / rechazar la comida que te ponen (no puedes negarte).
Rehusó / rechazó hacer declaraciones (se negó a hacer declaraciones)

Sin embargo:

Los soldados rechazaron al enemigo en el puente (se resistieron y el enemigo tuvo que retroceder).
No puedes rechazar a tus primos de esa manera, son tu familia.
Cuando a alguien le trasplantan un órgano, puede sufrir un rechazo.
Los electrones se rechazan entre sí.
