I think it's an illuminated sign or trademark, unless the context is different.

Insignia wouldn't be a sign which means letrero.

In this case I think it means like bob said. A badge that is pinned up somewhere.

I agree with HernĂ¡n.
"Traer una insignia prendida a la ropa" is to have a badge pinned up to the clothes. :)
