¿Qué significa? , lo he traducido como "wheel" , pero asumo que hay más
no entiendo el usado de "ser" ..pensaría "están aplastadas" es correcto , no?

Because it has a political connotation. The person who talks is glad not to be a part of the people in power (as if the power rode on wheels, like a car), but rather one oppressed by them. :)

En general, ser vs estar en oraciones pasivas es cuestión de proceso vs resultado. Lo que interesa a la persona que ha escrito la frase citada es que las ruedas de poder le van aplastando - es decir, le interesa el proceso. Si ya estuviera aplastado y las ruedas se hubieran ido en busca de otra a quien aplastar, entonces lo diría con estar.
