Depends rather on context, but it refers to issues which are of interest to a minority of people. Typically it refers to some religious requirements of a small group of people who belong to a particular sect. The word interest here takes on a general meaning of 'things that are important'.

?! La mayoría de los ejemplares en el BNC se tratan de Bolsa ("X has a minority interest in Y" - "X es un accionista minoritario de Y" o algo así) o de la contabilidad.
