How can we say this saying in English? No procede- not relevant maybe.

I would say, "it is not appropriate".

When in Spanish you say "no procede", you mean that the action done or to be done is not correct or adequate to the circumstance, or the moment.

Beber alcohol en una fiesta de cumpleaños para niños es algo que no procede, que está fuera de lugar... [it's out of place] :)

Yes, it sounds fine, but I am not that sure that it means exactly the same... :hmm:
I think that doesn't follow necessarily... Although it may depend on your context.

follow 2.
(= result, ensue) → deducirse
that doesn't follow → eso no cuadra, de ahí no se puede deducir eso
it follows that → (de lo cual) se deduce que ..., se deduce pues que ...
it doesn't follow that → no significa que ...
3. (= understand) → entender
I don't quite follow → no lo sigo del todo, no lo acabo de entender

Moliner gives,
proceder 6 Ser conforme a lo dispuesto en una ley, un reglamento, etc., o ser oportuno, natural o razonable: ‘No procede conceder ese permiso. Tratándose de un asunto urgente, procede abreviar trámites’. Corresponder. Ser procedente. Improcedente.
