¿Cómo se dice...?

He keeps lifting up noelia's jumper.
( in school a young boy keeps annoying his friend by lifting up her jumper)

Siempre le levanta el jersey de noelia

If you use "le", you have to use "a", not "de", because it's an indirect object. If you don't use the OI pronoun, you use "de", since you're talking about the girl's clothes.
