Let's see:

First person singular:

Ir: voy - fui - iré - iba - iría - vaya - fuera _
Gerund: Yendo - Imp: Ve (vaya)

Ser: soy - fui - seré - era - sería - sea - fuera

A couple of web sites give 'ser' first place. But it seemed to me that 'ir' would be slightly more irregular. So, I did my own analysis.

I counted 46 irregular lexemes for 'ser'. This ties with 'caber'.
The verb 'ir' is more irregular by 1 lexeme, for a total of 47.

I then looked at 'poder' and counted 48 irregular lexemes.
'Tener' has 50.
'Venir' has 1 more, for a total of 51.

But, 'haber' and 'decir', with 52 irregular lexemes each, are in the lead.

(I have included all the simple tenses and moods (no compound tenses) and the participles in my analyses.)
