Yes, "on a website", and "in a thread", "in a/the forum/forums" and "in a (software) program/system".
As a very rough guide; if you can create and/or edit content, it is more likely that you create/edit it "in" a "container/environment". If you can view the content but not modify it, then it's more likely that it is presented "on" a "surface". But there are some idiosyncratic instances too.
