Why can you not watch UK TV from Spain but you can watch Spanish TV from the UK?

Is this one advantage someone from England learning Spanish has that a Spanish person learning English in Spain doesn't have?

¿Cómo puedes ver tele española en el Reino Unido? Hace unos años TVE1 estaba en Sky satélite pero lo sacaron.

Me gustaría mucho volver a verlo.
