In a spoken exam, a student said
-How to say? constantly to gain time to think of the next response. The teacher deducted marks for saying this, because it is, he said, wrong English. Do you agree with him? Correct or wrong makes a big difference: it means whether the student should have got the marks.

The question, as you wrote it, is a fragment, so the deductions received by the student were merited.
