Night with the

-During ___ Consultation Night, you are welcome to ask them questions.

My opinion: if this event is held regularly, then we don't use the; if this is a once-off event, then we need the. Do you agree?

In this case you would use the only on a specific consultation night.
Example:
Remember that consultation night?
You mean, the consultation night when Mary passed out and they had to call an ambulance?

Thanks. Do you mean that if we are talking about a consultation night in the past, we use the; if in the future, we do not use the?

No. Tense has nothing to do with this.
You can say, this is consultation night, but also say this is the consultation night that we can discuss the budget. The is this case sets off a specific consultation night.
