'Responsable' can be used as a noun (as seen in the first sentence, preceded by 'el') or an adjective (as found in the second sentence, where the subject complement (predicate adjective) follows the linking verb 'es').
'Responsable' puede usarse como sustantivo (como se ve en la primera oración, precedido por 'el') o como adjetivo (tal como se encuentra en la segunda oración, donde el complemento de sujeto (el complemento predicativo) sigue el verbo copulativo 'es'). A more literal translation of the first sentence would be 'Who is the person responsible for this disaster?' But, both sentences mean the same thing.
