... no sé si fue Sara o fui yo la que sugirió ... ... no sé quién fue, Sara o yo, la que sugirió ... To use subjunctive some hesitancy should be included, like the polite manner: "... sugirió que quizás puedas/pudieras...". Your use of subjunctive was suggesting -depending on voice tone and/or glances- a recrimination, or lack of faith about the subject performing the suggested action. As in every single use of a tense from the subjunctive mood, you have to think why the action is not being performed.
