Phonetics are

Can I use the word this way?

-When I was using the OALD 1st, the phonetics for 'attire' were /'at-tai/, but now when I am using OALD 7th, the phonetics for 'attire' were /at'tai/.

Listing a word within '//' is the usual way to provide the pronunciation of a word, using one of several phonetic spelling systems. I don't understand the particular phonetics you listed, since neither really represent how the word 'attire' is pronounced in British English or American English.

Currently, the OALD gives this IPA representation of the word for those that speak BrE: /əˈtaɪə(r)/
And it also provides the IPA for the word in AmE: /əˈtaɪər/
