Yes.
If you want it be emphatic, say by its very nature, it is a legal text.
(This may not sound like good English, but it is.) Very is usually an adverb but sometimes it changes hats

En ente caso traducería very como verdadera, pero auténtica serviría tambien. (es claro que very y verdad tienen las mismas raices)

Change hats es un dicho que significa cambiar profesión.
