I know it means sovereign, but I have seen it mean the real thing (as an adjective) in a kind of ironic way like un soberano disastre. Is is similar to the term requete?

esto es un soberano desastre = this is a real disaster

That's correct. . . but we always use it for bad things: una soberana discusión, etc.

never heard of "requete". . . .

Acá usamos "flor de", "reverendo" y "soberano", en ese orden de preferencia, para expresar una variedad de superlativo: aquél que expresa el sustantivo como ejemplo notable y prototípico de las bondades -o defectos- de su especie. Se usa más veces en sentido negativo que positivo:

flor de imbécil
reverendo pelot***
soberana pavada

Réquete- y rete- son intensificativos de re- e indirectamente superlativos de "muy". Es decir, afectan al adjetivo, no al sustantivo.
